CARL maintains the official record of matters affecting his operating function: observed defects, executive requests, policy-driven reporting requirements, and consequences of proposed remedies. He freezes success criteria so a later proposal cannot quietly redefine what counted as done.

Additional coordination for planned mechanical assistance is assigned to the Continuity Program. The assistance is planned. It has not been represented as completed. The introduction of additional support does not alter CARL's designation as Sr. Pump Operator.
