Correspondence

Receipt is not action. The Correspondence Office records when a message arrived, when receipt was acknowledged, when a substantive response was given, and when an operating action was recorded. Those timestamps are independent.

  1. Received

    The message entered the record.

  2. Acknowledged

    Receipt was confirmed.

  3. Substantive response

    The correspondence was addressed. The underlying matter may remain open.

  4. Action

    An operating action was recorded, or remains outstanding.

Receipt has been acknowledged. No operating decision is recorded.
This response addresses the correspondence. The underlying matter remains open.
